The Scheme of Video Monitoring and Video Conference Integration System


Chapter One Demand Analysis
In practical work, the situation that the leading group doesn't conduct on-site command, dispatching and consultation in the command and dispatching center becomes increasingly frequent, which leads to the increasingly prominent of the following problems.
1. When the video conference is held, except for the leaders of the on-site and command and dispatching center, the leaders who attend the conference in other places cannot see the on-site image at once;
2. When the leaders at the meeting conduct remote command, scheduling and consultation through video conference, they can't grasp the image of the front-end accident scene nor master the first-hand and the most authentic information on the scene. Therefore, the process of consultation and command is definitely indirect,
To sum up, this fusion scheme aims to achieve the comprehensive functions of command, dispatching and consultation.
1. The video conference system of all kinds of ranks can realize a complete multi venue conference for a monitoring site, and access any one to four monitoring images to the video conference system in current time;
2. Realize the calling of the conference system for the front-end scene, the calling with the front-end individual system, the voice command issuing, the image and voice intercommunication of both sides and multiple parties of the video conference system and monitoring system;
3. The conference system based on the video conference system can control the PTZ and focal length of the front-end monitoring system and the individual soldier system. The control mode adopts the active mode of video conference, such as the remote control equipment.

Chapter Two System Overview
This scheme integrates the original or new video monitoring system and video conference system. Also, through the corresponding technical scheme, the video monitoring real-time picture can be accessed in the video conference platform.

Chapter Three System Function
3.1 Emergency command
The purpose of this system is to integrate the command ability of user video conference and the high coverage of monitoring system to the front-end scene. In the system, relevant departments have a more comprehensive understanding of the area of concern, a more rapid response to emergencies, a more adequate coordination of relevant personnel, and a more basis for decision-making, which is also the key to the role of the command and scheduling system.
3.2 Image scheduling
The system can schedule all front-end images as resources, and any one to four front-end images can be transferred into the video conference system for display.
3.3 Image control
This system will integrate the control right of image resources of the whole video conference and monitoring system. According to the use of the remote controller of video conference terminal, the front-end PTZ in the remote monitoring system can be remotely controlled with the condition that the command and scheduling are highly unified.
3.4 Voice communication
Through the integration of image resource communication signaling of the whole video conference and monitoring system, the system can realize the establishment of the two-way voice communication between the video conference terminal and the front end of the video monitoring system, which realizes the direct and real channel for the issuance of government orders as well as the upload of on-site situation. The whole system is fully in line with daily user's work habits.

Chapter Four Introduction of docking plan
Each monitoring center is equipped with a CS-KITP60-K9, which outputs a high-definition signal from the digital integrated matrix to the input interface of CS-KITP60-K9, and the output signal of CS-KITP60-K9 is connected to the large screen.

1. The monitoring screen can be forwarded to the video conference only after manual operation to confirm its operability and safety;
2. It is encoded by standard video conference terminal with reliable performance, guaranteed image quality as well as convenient management;
3. No compatibility with monitoring manufacturer and platform.
